Zempel was named to the order by His Majesty King Harald V for her many efforts to strengthen relations between the United States and Norway. "She is indeed a pillar of strength in so many of the joint efforts that are undertaken to make sure that the transatlantic ties between Norway and the United States remain strong and viable," said Hansen.

The order was created in 1985 to recognize the efforts of non-Norwegians in furthering Norwegian interests.
