framework plan process


The St. Olaf College Framework Plan is the result of a planning process conducted in the fall of 1995 and the winter and spring of 1996. The Framework Plan involved review and input from two groups. Overall review and approval was the responsibility of the Campaign Facilities Planning Task Force (CFPTF). A second, the Campus Constituent group, was also formed to provide input. Additional input on existing conditions and development options was obtained from specific individuals and departments, including especially the Environmental Concerns/Land Use Committee. The work process followed four basic steps:
  • Identify goals and objectives of the college for the Framework Plan

    Document and analyze conditions as they existed in 1995

    Propose various development options, and evaluate them against the goals and objectives

  • Document the decisions in text and graphic format

    The goals and objectives were developed through the use of a questionnaire sent to the members of the campus constituent group and the CFPTF. Individual reviews were held with the constituent group members on October 13, 25 and 26, 1995. Concurrently, student center siting criteria were reviewed with the Student Center planning Committee, the constituent group and the CFPTF on November 3, 1995. A Discovery Workshop was held on November 16, 1995 to discuss goals and objectives, to provide focus for the Framework Plan, and to review siting options for the student center. The student center site options were presented to the constituent group, the CFPTF, and the board of regents on December 1, 1995 but not acted on until later, in the spring of 1996.
    Diagrams of existing conditions were prepared by examining the college planning documents, observing site conditions, and interviewing St. Olaf staff. The facilities department provided a digitized map of the campus land holdings and this was used at a variety of scales for documentation. The resulting existing conditions diagrams were reviewed with the constituent group and the CFPTF on December 15, 1995 and January 12, 1996. Prior to exploring planning options, the campus development program and campus planning principles, developed in the Dicovery Workshop, were graphically represented and discussed. The principles, development program, and seven different circulation and playing field location options were reviewed and discussed by the constituents and the CFPTF during February and March, 1996. Also in March, six possible alternative building sites for each program element were reviewed and discussed. In each case, circulation options, playing field locations, and possible building sites were mixed and matched and reduced to four plausible schemes, each suitable for phased implementation. As options were reviewed and defined, a special review was held with the Envirnmental Concerns/Land Use Committee and other constituents on April 9, 1996. An open forum session for faculty review was held on May 7, 1996. The Framework Plan text text and graphics were complete for final review in draft form in early summer, and published on July 18, 1996.
