Fred Behr has been director of public safety and emergency management since 1988. In that role, he is responsible for the orientation and training of new officers — including familiarization with the Clery Act and Title IX.

Fred has been the Clery Act compliance officer since its inception in 1990, and also serves as the campus safety survey administrator for St. Olaf. As director of public safety and the principal liaison with the Northfield Police Department, Fred’s primary role on the Title IX Team has been to ensure proper classifications of reported crimes, and notify the Title IX Coordinator of all sexual assaults and other forms of sexual misconduct reported to the college. Fred also issues crime alerts and timely warnings to the St. Olaf community for selected incidents as prescribed by the Clery Act. With other members of the team, he participates in Title IX policy and protocol development.

Fred completed his B.A. in sociology/criminal justice from Iowa State University and worked for the ISU Police Department for nine years as sergeant in charge of investigations.
